Not eligible if

• the portal's approximate average percentage is not an applicant-specific entitlement
• eligible production, net incremental sales, localization, base year, product scope and audit evidence must be established under the current parameters
• application-window, migration, contract-manufacturing and subsequent-amendment conditions must be confirmed
